Tour Guide From the Underworld is limited to one.
Dark Magician of Chaos has been added to the list, while Jinzo – Returner has been removed from it. The reason for this change was that Jinzo’s effect could be easily recreated with cards like Black Luster Soldier Envoy of the Beginning and Ehren, Lightsworn Monk . It had also become less relevant in a format where most decks are running three copies or fewer of their main monster card due to Link Monsters (and because Konami now supports fair play). With all those factors considered, Justin decided that adding an easy answer would make yugioh more enjoyable to play and watch.

This will create a healthier competitive field for players of all skill levels since there won’t just be a few good decks out there; instead, everyone can have their own chance at victory!

These restrictions make it hard for someone who relies heavily on luck or simply drawing cards to win duels over skilled opponents – but then again, if you want those kinds of games, you’re probably not too interested in competitive tournaments anyway.
