Now that it’s out for Nintendo Switch we’ve decided to rank the top-tier characters from worst tier to best tier. We’ll be taking into account a few different factors when deciding who goes where. We will look at their stats both before any equipment bonuses and after adding in all of their gear bonuses. Next, we’ll examine what type of fighter they are (mid range or close range) as well as how fast they are (fastest first). Finally, we’ll take a look at which fighters have access to certain moves that are exclusive to them.

The Worst Tier:
Characters that we found to be the least interesting or most annoying in our opinion. These characters are ones you might not want to spend a lot of time with unless they’re needed for story purposes. There were also some who just weren’t very strong fighters which put them at the bottom of this list… until they get an Ultimate Jutsu, that is!
Sakura (Shippuden): Sakura has her moments as being one of Naruto’s best friends and teammates but she never really stands out too much when it comes to fighting skills. She doesn’t even have any special techniques like Sasuke does so she falls into the lower end of tier four because if there was ever a fight against her, she would probably lose.
The Low Tier:
These are characters that aren’t the worst but also not one of the best either. They’re just… kind of there and can be a really cool addition to your team if you need someone who has some skills in specific areas or they might have an Ultimate Jutsu/technique that makes them better than others, but otherwise these guys will be on this tier until something happens to change it.
A higher ranking for people like Konohamaru is only possible when he finally gets his Rasenshuriken! Until then though he’ll stay at the bottom because having no techniques whatsoever isn’t very good for fighting other ninjas with tonnes more tricks up their sleeve. You might argue that he’s better than the ones so far up top because it takes a lot more to take him down, but with no skill and nothing special going for him outside of his ability to regenerate from low health, I don’t think he’ll ever climb higher.
Ranking the Top Tier Characters in Naruto: Ultimate Ninja Storm IV
This is my break-down of what I think are currently the strongest characters available in Naruto: Ultimate Ninja Storm IV which just came out this week on Xbox One! The tier list starts at “bottom” and goes all way to number one. As always please keep in mind that these rankings will likely change as new updates come out or if people figure things out differently by finding new combos or more effective ways to use their character.
Bottom Tier (No particular order):
Naruto: The strongest of all the Konoha Shinobi, but in a world where everyone has some kind of bloodline limit that makes them virtually immortal he doesn’t rank as high because it takes him so much longer to kill somebody. His reliance on his Kyuubi chakra is also problematic since you’re forced to constantly spend your own life force just waiting for it to come back at low health and if people can make you waste enough time with guarding or they are able to stun lock you then his powers go away entirely until he gets hit again which means there’s basically no chance for victory against someone who knows what they are doing.
