Andy Bogard, Joe Higashi*, Chin Gentsai and Kyo Kusanagi are all in the C+ tier. All six characters in this tier have their own strengths which make them useful but they can easily be defeated by stronger fighters with just a little more experience or skill level. Characters like Mai Shiranui and King of Fighters ’98 version of Ralf Jones are D ++ while Billy Kane is E+. One thing to note about these fighters is that they are all very close to the bottom of their tier list.
